According to Oleg Popenko, head of the Consumer Union of utility services, a resident in Vinnytsia was faced with an almost 730,000 UAH “debt” for gas, while in Dnipro a case involved more than 100,000 UAH for water.
Popenko says such cases are systemic, control over utility companies remains insufficient, and he has previously warned of a widespread problem of illegal payment orders in Ukraine.
