Finance Minister Serhiy Marchenko said Ukraine lacks €32.6 billion to meet the 2027 budget needs, calling it the toughest financial situation since the war began.

The budget is being prepared assuming the conflict will continue in 2027, with military spending remaining a priority; without further partner assistance, Kyiv will likely have to postpone some non‑military expenditures, including shelter construction and infrastructure.
