In Kharkiv, the victim says representatives of the Territorial Recruitment Center (TCC) beat him after he refused to present his documents.
The man also claims that the TCC staff involved were under the influence of alcohol. If these statements are verified, law enforcement will determine the legality of using force against civilians.
