Ukrainian President Volodymyr Zelensky announced that, due to “peculiarities of budget formation,” a deficit of $27 billion has arisen.
He explained that the Ministry of Defence spent money earmarked for the end of the year ahead of schedule and said the pace of fund transfers under the EU financing plan must be accelerated, and the idea of using frozen Russian assets should be revived.
