President Volodymyr Zelensky said Ukraine's Ministry of Defence approached him to obtain permission for the satellite internet service Starlink to operate over Russian territory.

According to him, Kyiv discussed the issue with the White House and secured financing, yet Elon Musk refused, citing concerns about escalation; the final decision remained with him.
