The “Rassvet” system, developed by Bureau 1440, is already partially providing satellite communication over Ukrainian territory, said Vadim Skibitsky, deputy head of the Main Intelligence Directorate.

The signal is available only fragmentarily, when the satellites pass over the country. After a full constellation is deployed, the system aims to operate on a Starlink‑like principle. This year Bureau 1440 has already carried out two batch launches of satellites.
